Evaluation of the Vietnam-Project of the Hanns-Seidel-Foundation

The evaluation covered main project activities, namely the development of a regulatory framework for social insurance and measures mitigating climate change effects.

Tasks as international M&E expert included:

• Analyses of programme documents and secondary literature
• Reconstruction of a theory of change model
• Development of an evaluation matrix
• Questionnaire design
• Interviews with project beneficiaries
• Drafting of inception and evaluation reports (main report) including recommendations for improvement of a project monitoring system
• Reporting to the HQ of the Hanns-Seidel-Foundation in Munic and the project office in Hanoi
