Lead Evaluator
This Project had two objectives: (1) Improve the literacy among the poor and (2) Skills development to enable the targeted poor to integrate into businesses as suppliers of goods and services, or as employees. Main responsibilities of the lead evaluator included:
- Reconstruction of a Theory-of-Change Model
- Collection, analysis and assessment of primary and secondary data in Germany and during two field missions to Afghanistan (Kabul and Mazar-i-Sharif) in cooperation with the Afghan National Association for Adult Education (ANAFAE)
- Implementation of M&E capacity development and briefing/de-briefing workshops in Afghanistan with ANAFAE staff and executive management of ANAFAE Adult Training Centres.
- Drafting of evaluation report in line with evaluation standards of the Organisation for Economic Cooperation and Development (OECD)
